Denver City Council on Monday unanimously approved a new law banning law enforcement, including ICE and other federal agents, from concealing their identities while operating within city limits.

The law requires officers to remove face coverings while arresting, detaining, or restraining someone and while inside city facilities, with certain exceptions, including undercover, tactical, and emergency operations. It also requires officers to wear visible identification with their name and badge or ID number.

Local police could cite or arrest federal officers to enforce the ordinance. A DHS official said the agency "will not abide by unconstitutional bans," citing the Supremacy Clause.

Mayor Mike Johnston still needs to sign the law. A similar mask ban in California was blocked by a federal court.

Coloradans filed 26,993 consumer complaints with Attorney General Phil Weiser's office in 2025, surpassing the previous record of 24,473 complaints set in 2024.

Topping the list are complaints about retail sales, professional services, real estate, and debt collection. Imposter scams, which often involve scammers posing as government officials or representatives of legitimate companies, also rank among the top 10.

Since 2019, complaints have risen by more than 200%, a surge Weiser attributed to the advancement of artificial intelligence and other technology making it "easier than ever to harm consumers."

Denver is one of five finalists—along with Atlanta, Boston, Chicago, and Philadelphia—in the running to host the Democratic National Convention (DNC) in 2028.

The convention will determine the party's nominee for the 2028 presidential election. Denver last hosted the event in 2008, when Barack Obama accepted the party's nomination.

The 2008 convention brought an estimated $154 million to Denver and $266 million to the broader metro area. It also drew a sizable protest march, thousands of federal agents, and a lawsuit that later resulted in a settlement over mass arrests.

The host city is expected to be announced in early 2027. The convention will be held Aug. 7-10, 2028.
