The newly established Texas Education Freedom Accounts (TEFA) program provides qualifying families with roughly $10,000 for each non-disabled student attending a private school. Mehdi Cherkaoui, an attorney whose two children attend Houston Qur'An Academy Spring, alleges the state has "systematically targeted Islamic schools for exclusion," violating the First Amendment's Free Exercise and Establishment clauses and the Fourteenth Amendment's Equal Protection and Due Process clauses.
