A dangerous winter storm moved across the Commonwealth over the weekend, dumping snow on Saturday and freezing rain and sleet yesterday. The system brought less snow than had been predicted. Loudoun County saw the most, with about six inches.

As of yesterday morning, state police had responded to hundreds of car accidents on the ice-slicked roads, and authorities warned that travel would be nearly impossible.

The system left thousands of homes without power. More outages are possible as the weight of ice brings down tree branches and power lines.

About 300 Virginia National Guard personnel were staged across the Commonwealth in the hours before the storm arrived to support rescue and recovery efforts. Federal disaster funding is already available to Virginia.

The Department of Homeland Security told Hanover County officials it intends to purchase a warehouse there and use it as an Immigration and Customs Enforcement processing facility that could reportedly hold up to 1,500 detainees.

The county has 30 days to respond, and the Board of Supervisors is expected to discuss the matter at its Wednesday meeting.

"This is not a project initiated by the County," Hanover announced on its website.

ICE operates two detention facilities in the Commonwealth, one in Caroline County and another in Farmville.

Del. Michael Feggans, a Democrat, introduced a bill that would eliminate the Board of Visitors at Virginia Military Institute and place VMI under the supervision of Virginia State University's board instead.

"The bill reflects broader, longstanding concerns about whether VMI's current governance structure meets the standards the Commonwealth expects," Feggans said. He insisted the measure preserves "VMI's mission, military structure, and academic role."

A separate bill would go further, forming a task force to investigate whether VMI should remain a state-sponsored higher education institution.

VMI leaders intend "to work with our elected officials to demonstrate VMI's progress and value to the Commonwealth of Virginia," a spokesperson said. "The citizen-soldiers the institute produces are the epitome of value, and we plan to continue that mission."
