NC Opts into Trump School Choice Program

North Carolina’s General Assembly completed an override of Gov. Josh Stein’s veto on Wednesday and formally opted into President Trump’s federal school choice tax credit program, making North Carolina the 31st state to adopt the policy.

House Bill 87, the Educational Choice for Children Act, gives tax breaks to donors who fund private school scholarships, which families can use for private tuition or homeschooling.

Republicans said the policy expands opportunity and aligns North Carolina with a national movement, with Senate Leader Phil Berger, R-Guilford/Rockingham, stating that the program “gives parents another opportunity to obtain an education that best fits their child’s needs.”

Stein said he had vetoed the bill because he wanted to wait until the federal government issued governing rules for the program.

House Passes Involuntary Commitment Bill

The North Carolina House passed House Bill 1104 on Wednesday, seeking to overhaul the state’s involuntary commitment system, which lawmakers say has become a revolving door for people with mental illness cycling through courts, jails, and hospitals without getting needed help.

The bill would require the North Carolina Department of Health and Human Services to give law enforcement access to the state's behavioral health bed registry, known as BH SCAN—a real-time database of available psychiatric beds.

Critics argue the bill proposes few immediate solutions and doesn't address the underlying shortage of psychiatric beds driving the crisis. The bill now heads to the Senate.

WNC Lands 4,400-Acre Conservation Win

Two conservation organizations have permanently protected more than 4,400 acres in the mountains of Western North Carolina, keeping the land from development and preserving wildlife corridors along the Snowbird, Unicoi, and Cheoah mountain ranges.

A section of the Appalachian Trail spanning Cherokee, Swain, and Graham counties is also among the protected areas.

The Open Space Institute and Mainspring Conservation Trust worked together to complete the acquisition. The protected acreage will eventually be open for outdoor recreation and wildlife habitat—including forests that shelter black bear, wild turkey, and migratory songbirds—once transferred to state and federal ownership.

Meanwhile, in Central North Carolina, Alamance County has acquired 763 acres along the Haw River to develop approximately 8 miles of hiking trails and 10 to 15 miles of mountain biking trails, with volunteers already at work.
