Cedar Hill Mayor John Edwards is proposing a two-year moratorium on new data centers in Robertson County, fueling debate about how Tennessee should regulate the AI-driven building boom.

Edwards says a data center proposed just across the state line in Kentucky made him realize the issue was “at our back door.” He plans to introduce a moratorium resolution at the June city meeting, citing concerns over electricity demand, water use, and air quality.

Tennessee already hosts more than 60 data centers, including Meta’s 900-acre Gallatin campus, which draws 300 megawatts of power.

Kirk Offel, founder and CEO of Overwatch Mission Critical, called community concerns outdated, pointing to modern closed-loop cooling that uses little water.

Gov. Bill Lee has named his five appointees to the new oversight board that will take control of Memphis-Shelby County Schools as early as July 1.

All five appointees are Memphians, ranging from a former MSCS superintendent to the former head of both the National Civil Rights Museum and the Greater Memphis Chamber of Commerce.

The nine-member board will control the district's $1.7 billion budget and shape the education of 100,000 children for at least four years, with a possible two-year extension.

House Speaker Cameron Sexton and Lt. Gov. Randy McNally will each appoint two more members, with at least one coming from outside Shelby County. Once seated, the board can hire a new superintendent or keep the current district leader in place.
