On this day in 1776, delegates to the Fifth Virginia Convention in Williamsburg voted unanimously to instruct delegates to the Continental Congress "to declare the United Colonies free and independent states absolved from all allegiance to or dependence upon the crown or parliament of Great Britain."

As this school year winds down, the Henrico County School Board will vote next month on whether to make homework optional next year and cap how much homework grades may count on a student's report card.

Spanberger Plans Veto

Gov. Abigail Spanberger will reportedly veto a bill that would allow state and local employees to collectively bargain.

Senate Majority Leader Scott Surovell said the governor reached out to him earlier this week to alert him to the action. The governor had recommended delaying action on the proposal until 2030.

"I'm thankful Gov. Spanberger decided to listen to the bipartisan concerns over this legislation," House Minority Leader Terry Kilgore said. "This bill would have driven up local taxes unsustainably."

The governor has until May 23 to either approve or block bills sent back to her by the General Assembly last month.

Business and Education Partnership Unveiled

Business leaders introduced the Virginia Business-K12 Partnership, which they say will work to improve ties between employers and educators. It will lobby for a boost in education spending and is designed to complement the state's existing Business Higher Education Council.

This week's launch brought together leaders from business, education, and government who are working to update Blueprint Virginia 2035's priorities.

The new organization said it will focus on six pillars, including helping students access higher education or skilled trade programs and updating the educational curriculum for the 21st Century.

Virginia Commencement Weekend

Universities across the Commonwealth are hosting graduation ceremonies this weekend.

In Charlottesville, University of Virginia graduates will hear a keynote address from former president Jim Ryan, who resigned last summer under pressure from the Trump administration. Final Exercises for various colleges take place tomorrow and Sunday.

Virginia Tech's commencement begins this morning at Lane Stadium, where Gov. Abigail Spanberger will deliver the commencement address. More than 6,500 graduates will receive their degrees this weekend.

William & Mary also hosts graduation ceremonies tonight, organized by degrees, while George Mason held its spring commencement yesterday.
