An explosion and fire at the Valero refinery in Port Arthur on Monday evening prompted local officials to issue a shelter-in-place order as first responders battled the blaze overnight. No injuries were reported, and the order has since been lifted.

After roads in the area were closed, several schoolchildren were stranded in Sabine Pass, so Jefferson County deputies used a boat to take them home. Two Port Arthur ISD schools had delayed starts yesterday, while another canceled classes completely.

Jefferson County Sheriff Zena Stephens said a heater unit might have caused the explosion. Testing conducted by Valero, the Port Arthur Fire Department, and the Texas Commission on Environmental Quality has not indicated any air quality risks.

The refinery employs about 770 people and processes 435,000 barrels of oil per day.

The Texas Education Agency has directed the state's public schools to "eliminate, modify, and otherwise alter" lessons or activities to remove references to Cesar Chavez, the late labor leader who was recently accused of sexually abusing women and girls in an investigative report by the New York Times.

In its letter to district officials and school administrators, TEA indicated that curriculum components explicitly focused on Chavez would likely be removed from the state's social studies standards, which are currently being rewritten by the State Board of Education.

Austin ISD plans to recognize United Farm Workers Association co-founder Dolores Huerta on March 31, a state holiday to honor Chavez. Gov. Greg Abbott has directed state agencies to cancel events related to Cesar Chavez Day, and he's called for repealing the statute designating it as a state holiday.

The allegations have also sparked discussions to rename streets named after Chavez in several major Texas cities, including Austin, San Antonio, and Dallas.

Elon Musk's The Boring Company selected a proposal to connect a development in southern Dallas with the University of North Texas at Dallas DART Station as one of three winners of its Tunnel Vision Challenge, an initiative to showcase the Bastrop company's technology by building a one-mile underground loop.

The project was one of five Texas-based proposals among the 16 finalists for the competition, which received 487 entries. The Boring Company will build the loop at no cost to the city or developer if it's approved.

"This is a sign of greater things to come," City Council member Lorie Blair said in a statement, while developer Mike Hoque said the recognition "shows how emerging infrastructure solutions can strengthen access to transit, jobs, and opportunity for the surrounding community."

The University Hills development is slated to include 580 single-family homes, 1,500 apartments, and 1.5 million square feet of commercial space. Projects in New Orleans and Baltimore were also selected as winners, while proposals from Bastrop, San Antonio, The Woodlands, and Waco were among the finalists.
