Gov. Abigail Spanberger declared a state of emergency ahead of a major winter storm forecast to hit Virginia over the weekend. Freezing precipitation is expected to start on Saturday and continue into Sunday, with sleet mixing with snow depending on conditions.

"Major snow accumulations are likely, with over 8 inches likely in many locales," the National Weather Service warned. Under such conditions, it is expected to be dangerous or even impossible to travel on Sunday.

After the storm moves off, frigid weather will persist, with lows in the single digits early next week, so any snow is expected to stick around.

Ahead of the event, Virginia State Police warned people to stay home if they can and to be prepared for extreme cold.

Virginia Attorney General Jay Jones, a Democrat who took office over the weekend, filed a motion to withdraw a previous legal opinion that sought to overturn the state's Dream Act.

The law, signed six years ago, allows non-citizens to access in-state tuition under specific circumstances.

Last month, the Department of Justice filed a lawsuit in federal court, arguing that this law discriminates against out-of-state U.S. citizens. Jason Miyares, attorney general at the time, agreed with the Trump administration.

Jones' office is also conducting a 30-day review of all current state litigation in Virginia.

Lawmakers in the Democrat-controlled House of Delegates moved forward with legislation to rejoin the Regional Greenhouse Gas Initiative (RGGI) this week.

RGGI is an agreement among several states to pool resources to address climate change and build resilience. Former Gov. Glenn Youngkin withdrew from the pact in 2022.

"RGGI generated hundreds of millions of dollars for Virginia, dollars that went directly to flood mitigation, energy efficiency programs, and lowering bills for families who need help most," Gov. Abigail Spanberger said in an address to the General Assembly.

Republicans pushed back. "We're hearing a lot about affordability, the governor has underscored that numerous times, and to me, what we're doing is working the other direction, when we adopt this plan to go back to RGGI," Del. Lee Ware said.
