Gov. Josh Stein declared a state of emergency for North Carolina on Wednesday ahead of a storm system expected to bring a mix of rain, snow, sleet, and freezing rain across the state, prompting state officials and utility companies to prepare for its "potentially catastrophic" impact.

NCDOT is pretreating major highways, primary roads, and trouble spots with tens of thousands of gallons of brine. The department will have plows and other equipment ready statewide to respond based on the mix of wintry conditions.

Duke Energy is prepared to use "self-healing" technology, a smart grid system that automatically detects power outages, isolates the fault, and quickly reroutes electricity to restore service faster. The company advises residents to avoid downed lines, use generators safely outdoors only, and check duke-energy.com for more storm safety tips.

North Carolinians should prepare for outages by charging phones and stocking flashlights, batteries, water, nonperishable food, a manual can opener, medications, first aid supplies, a battery-powered radio, and warm blankets.

Health officials in North Carolina and South Carolina are coordinating efforts to combat a growing measles outbreak that has crossed state lines, with cases surging in the Upstate region of South Carolina and spreading into Western North Carolina.

A sixth confirmed case in Buncombe County since December was announced on Tuesday, bringing North Carolina's total to 11 since late December. South Carolina has reported 88 new cases since Jan. 16, pushing its total to 646 since the first documented outbreak in October 2025.

Counties are boosting public education, contact tracing, consistent public messaging, and vaccination efforts, with North Carolina's Department of Health and Human Services launching a measles dashboard with twice-weekly updates.

As of Jan. 13, the Centers for Disease Control and Prevention reported 171 measles cases in 2026 across nine states: North Carolina, South Carolina, Virginia, Georgia, Florida, Ohio, Arizona, Utah, and Oregon.

Article Icon 1Duke Sues QB Mensah to Block Transfer

Duke University has sued quarterback Darian Mensah to enforce a reported $8 million, two-year name, image, and likeness (NIL) contract that began in July 2025, and to block him from transferring to another school.

Mensah, who transferred from Tulane and led Duke to the 2025 ACC championship with 3,973 passing yards and 34 touchdowns, announced on Jan. 16 that he would enter the portal, despite earlier commitments to stay.

The lawsuit, filed Tuesday in Durham County Superior Court, alleges breach of contract. It claims that Duke holds exclusive NIL rights to Mensah through 2026 and all disputes must be resolved through arbitration. Duke is seeking to prevent Mensah from enrolling or competing elsewhere.

A judge denied Duke's request for a temporary restraining order blocking Mensah from entering the portal, but Mensah remains restricted from joining another program pending a Feb. 2 hearing.
