Gov. Greg Abbott has ordered a freeze on H-1B visa petitions from state agencies and public universities through May of next year to "ensure that employment opportunities—particularly those funded with taxpayer dollars—are filled by Texans first."

H-1B visas allow U.S. companies to hire foreign workers for certain high-skill jobs that employers are unable to fill with native-born workers.

Last September, President Trump issued an executive order implementing a $100,000 application fee for an H-1B visa, suggesting the federal program has been "deliberately exploited to replace, rather than supplement, American workers."

During the 2025 fiscal year, Texas employers received approval for 7,212 new H-1B visas, second only to California's 13,555. Higher education institutions and hospital systems are among the employers with the most H-1B visa recipients, and hundreds of foreign teachers are employed through the program in Texas public schools.

Abbott's order also requires those affected by the freeze to submit a report by the end of March identifying how many H-1B petitions were filed or renewed last year and how many H-1B recipients are currently employed.

Reports on the impact of the freezing temperatures accompanying last weekend's storm continue to emerge.

More than 850 people took shelter in warming centers in Austin, and those in Waco and Houston also saw heavy usage. "These cold weather shelters are life-saving operations," said David Gray, Austin's homeless strategy officer.

In Fannin County, three young brothers died after falling into an icy pond. Colleyville first responders found a man unresponsive in a pond while responding to a call from his wife, who had fallen in a pasture. In Houston, four people were found dead on Monday.

Icy roads prevented firefighters from reaching a burning Austin-area apartment complex on Monday, while a Lorena resident helped first responders free their disabled vehicles using tow straps. "Without the support of the community, then we'll be spinning our wheels," said Police Chief Scott Holt.

Southwest Airlines rolled out assigned seating for customers yesterday, ending the longstanding open seating policy that had distinguished the carrier for more than 50 years. Announced last July, the move is the latest in a series of changes aimed at boosting financial performance amid pressure from activist investors.

Southwest's new boarding process assigns passengers to one of eight groups determined by seat location, fare type, and membership in its rewards program. The metal stanchions previously used to group passengers at Southwest gates will be removed.

When the company announced the change last year, executives cited customer preference for assigned seating and the option to upgrade to seats with extended legroom.

Yesterday also marked the implementation of Southwest's more restrictive refund policy for plus-size passengers. Last May, the company began charging most customers $35 for each checked bag.
